Hi,

There is no limitation for a website which can be accessed by multiple users. So if you have a public facing website, as many as users can access it. There is no limitation here for Standard edition.

However, there are feature limitations between Standard and Enterprise.

ColdFusion license are one time purchase. The Support contract and upgrade plans have yearly charges.  Please send an email to cf.install@adobe.com, with your name, Phone number, institution name and location. I can ask one of the re-seller to contact you with edu discount.
